BUILD Grant Application

The City of Oskaloosa and Mahaska County are submitting this application to fund the Planning and Environment Linkages (PEL) study and a streamlined Environmental Assessment (EA) for a new roadway that will provide improved regional and local access in rural East Central Iowa. The City of Oskaloosa is the lead agency for this grant application. 

The City and County have partnered with the Mahaska Community Development Group, private non-profit comprising of professionals and businesses in the area who support this project.  The planning effort includes the evaluation of one or more roadway options to the southeast and northeast of the City of Oskaloosa to improve regional access to better accommodate freight needs, spur additional economic development in the existing Industrial Park, improve quality of life for the residents of Oskaloosa by relocating heavy freight movement out of residential areas, and expand the agricultural production of East Central Iowa. With this concept, the public / private partnership created the vision for the grant application of Mahaska / Oskaloosa Driving Economic Success (MODES).

The City of Oskaloosa and Mahaska County, in partnership with the Mahaska Community Development Group and the support of Iowa Department of Transportation, will hold a public information meeting on Monday, May 11, to discuss the proposed US BUILD Grant application in support of the Mahaska Oskaloosa Driving Economic Success (MODES) study and the proposed US 63 to IA 23 connector study.

The meeting will be conducted utilizing an open forum format. Staff from the City, County, and MCDG will be present to informally discuss the proposed improvements. No formal presentation will be made.

The meeting will be held online due to the social distancing restrictions in place as a result of the COVID-19 pandemic. The restriction to physical access is in accordance with Section Nine of the March 19, 2020, Iowa Public Health Emergency Proclamation signed by Governor Kim Reynolds.
